The OPN number should be ADO3800IAA5CU.
AM2NF3-VSTA supports Athlon X2 3800+ ADO3800IAA5CU CPU:

The maximum Vcore is related to the CPU itself.
If the CPU itself could only support up to 1.25v, even the user select 1.4v or 1.5v in BIOS, the board could still only supply 1.25v for Vcore.
