There could be several reasons why this USB device isn't working proper with your laptop.

- the USB port is set to "USB 2.0 only" instead of "USB 1.1 and 2.0 support".
Please check the BIOS settings and enable also low speed USB 1.1 devices.

- the motherboard of your notebook doesn't offer constant 5 Volt supply on the USB port.

- or the port needs 3.3V on the data line - for this you'll find a solution in the driver installation guide.

Or try to connect the USB IR with an active USB hub to the notebook.

It should be possible to connect the USB IR to an active USB hub and use a battery for the USB hub.
But using batteries would be the worst way and this isn't necessary.

Did you already try my previous suggestions ?
Because the latest USB Ultra IR v2.0 receiver development works with two zener diodes to get 3.3V on the USB data lines instead of 5 V.

...
yes... i try your suggestions:

bios: my hp dv5165 doesn't have a configuration for usb legacy or other
resistor of 100 ohm...same result...
usb hub with alimentation...."the worst way and this isn't necessary".......like you say...

i thing i take the USB 2.0 receiver...but i'm not able to solder very well...and i don't need the power on connection for my hp pavilion....

Try to use an usual USB hub without power (passive USB hub) and remove all hidden USB devices in the Windows XP device manager.
