hm, PC2100? if it don't run with FSB Speed this could cause big Performance Problems, have you tried to raise the timings into slower regions to help your RAM to reach higher speeds?
maybe 2,5-3-3-8 or even slower, 3-4-4-11 could help if you have luck to run PC2100 RAM with 200MHz
and there is even the possibility to raise VDIMM for your RAM, for the first time try 2,7V, this would be safe enough an will help a bit
but its very importent to run RAM with the speed of FSB
