Of course, you can't compare it with an Arctic Freezer 36, which can dissipate heat much faster with its four 6mm heatpipes.
And this is probably also the problem in combination with the AMD Ryzen 7800X3D, for which the two heatpipes of the Arctic Freezer 8A are not enough, which cannot dissipate the abruptly generated heat quickly enough via two heatpipes, even if the cooling fins could be sufficient.

Today we present the new compact air cooler from Arctic. The Freezer 8A for AM4/AM5 and the Freezer 8i for Intel are aimed at buyers who are looking for a reasonable air cooler at an affordable price for modern mid-range desktop PCs. Our new test reveals what the small air cooler has to offer.
